The NYC Comptroller is responsible for ensuring that taxpayer funds are being used in line with taxpayer needs, by all agencies. If you are having trouble with an agency, file an Audit recommendation with the Comptroller. If enough people reach out to them about a problem, they will review it.
If you haven't met the Office of the Inspector General - come meet them! IG's are, often independent bodies, that hear complaints directly from citizens. This one in particular is responsible for oversighting Housing Preservation & Development [HPD]. If you don't like how you were treated, feel free to email HPD-OIG and remember to include the Inspector's badge number.
